RBI lowers FY23 GDP growth forecast to 7.2 percent from 7.8 percent

The Reserve Bank of India’s Monetary Policy Committee (MPC) on Friday revised India’s Gross Domestic Product (GDP) growth rate to 7.2 percent from February’s 7.8 percent for FY23.

RBI Governor Shaktikanta Das said that the war could potentially impede economic recovery.

“Although India’s direct trade exposure to countries at the epicentre of the conflict is limited, the war could potentially impede the economic recovery through elevated commodity prices and global spillover channels.,” said Shaktikanta Das.

“Taking all these factors into consideration, real GDP growth for 2022-23 is now projected at 7.2 per cent with Q1:2022-23 at 16.2 per cent; Q2 at 6.2 per cent; Q3 at 4.1 per cent; and Q4 at 4.0 per cent, assuming crude oil (Indian basket) at US$ 100 per barrel during 2022-23,” said Shaktikanta Das.

Talking about the excessive volatility in global crude oil prices he said, “It may, however, be noted that given the excessive volatility in global crude oil prices since late February and the extreme uncertainty over the evolving geopolitical tensions, any projection of growth and inflation is fraught with risk, and is largely contingent upon future oil and commodity price developments.”

He further said that on the food price front record Rabi harvest will help to keep domestic prices of cereals and pulses in check.

Governor said that edible oil prices will likely remain elevated in the near-term due to export restrictions by key producers. He further said that Feed cost pressures could have a spill over impact on poultry, milk, and dairy product prices.

“Edible oil price pressures are likely to remain elevated in the near-term due to export restrictions by key producers as well as loss of supply from the Black Sea region. Feed cost pressures could continue due to global supply shortages, which could also have a spillover impact on poultry, milk and dairy product prices,” said Governor.

Ministry of I&B Constitutes Animation, Visual Effects, Gaming and Comics Promotion Task Force

To further unleash the scope of AVGC sector, an announcement was made in the Union Budget 2022-23 for setting up an Animation, Visual Effects, Gaming and Comics (AVGC) Promotion Task Force to recommend ways to realise and build domestic capacity for serving our markets and the global demand.

And in pursuance of the announcement an Animation, Visual Effects, Gaming and Comics (AVGC) Promotion Task Force has been constituted to promote the AVGC sector in the country under the aegis of Ministry of Information and Broadcasting.

The Animation, Visual Effects, Gaming and Comic (AVGC) sector in India has the potential to become the torchbearer of “Create in India” & “Brand India”.

India has the potential to capture 5% (~$40 billion) of the global market share by the year 2025, with an annual growth of around 25-30% and creating over 1,60,000 new jobs annually.

According to a statement by the Ministry of Information & Broadcasting, the AVGC Promotion Task Force shall be headed by Secretary, Ministry of Information & Broadcasting and will have Secretaries of Ministry of Skill Development and Entrepreneurship, Department of Higher Education, Ministry of Education, Ministry of Electronics and Information Technology, and Department for Promotion of Industry and Internal Trade.

The statement also said that it will have widespread participation of Industry partners including Biren Ghosh, Country Head of Technicolor India; Ashish Kulkarni, Founder of Punaryug Artvision Pvt. Ltd.; Jesh Krishna Murthy, Founder and CEO of Anibrain; Keitan Yadav, COO, and VFX Producer of Redchillies VFX; Chaitanya Chinchlikar, Chief Technology Officer, Whistling Woods International; Kishore Kichili, Sr. Vice President and Country Head of Zynga India; Neeraj Roy, Managing Director, and CEO of Hungama Digital Media Entertainment.

The promotion task force also includes State Governments of Karnataka, Maharashtra, Telangana; heads of education bodies such as the All India Council of Technical Education, National Council of Educational Research and Training and representatives of industry bodies-MESC, FICCI, and CII.

The Terms of Reference of the Task Force include the following:

(i) Framing of a national AVGC policy,

(ii) Recommend national curriculum framework for Graduation, Post-Graduation and Doctoral courses in AVGC related sectors,

(iii) Facilitate skilling initiatives in collaboration with academic institutions, vocational training centers & Industry,

(iv) Boost employment opportunities,

(v) Facilitate promotion and market development activities to extend global reach of Indian AVGC Industry,

(vi) Enhance exports and recommend incentives to attract FDI in AVGC sector.

The AVGC Promotion Task Force will submit its first action plan within 90 days.

34.42 Crore Loans Worth Rs 18.60 lakh Crore Sanctioned under Pradhan Mantri Mudra Yojana: Nirmala Sitharaman

Pradhan Mantri MUDRA Yojana (PMMY) which was launched by the Prime Minister Narendra Modi on 8th April, 2015, to provide loans up to Rs. 10 Lakh to the non-corporate, non-farm small or micro enterprises, completes 7 years.

On the occasion of the 7th anniversary of the Scheme, Union Minister of Finance Nirmala Sitharaman said, “It is noteworthy that more than 34.42 crore loan accounts amounting to Rs.18.60 lakh crore have been opened under the Scheme for the creation of income generating activities.”

On the theme of business environment and large-scale employment opportunities through PMMY, the Finance Minister said, “The Scheme has helped in creating an enabling environment particularly for small businesses and has helped generate large-scale employment opportunities at the grass roots level. More than 68% of the loan accounts have been sanctioned to women and 22% of the loans have been given to new entrepreneurs who had not availed any loan since the inception of the Scheme.”

On the occasion, Union Minister of State (MoS) for Finance Bhagwat Kisanrao Karad said, “The driving force behind launching Pradhan Mantri Mudra Yojana (PMMY) has been to provide institutional credit to micro, small and medium enterprises in a hassle free/seamless manner.”

“By providing assistance to 34.42 crore account holders, the scheme has been successfully reaching out to aspiring entrepreneurs, over the last seven years, since inception,” the MoS Added.

On the issue of credit flow, the MoS said, “The other noteworthy focus of PMMY has been able to extend credit to growing number of beneficiaries from the ‘aspirational districts’ identified by Niti Aayog, thus enabling flow of credit to these credit-starved districts.”

According to a statement by the Ministry of Finance, implementation of Financial Inclusion (FI) programme in the country is based on three pillars, namely, Banking the Unbanked, Securing the Unsecured and Funding the Unfunded.

Under this ongoing programme, these three objectives are being achieved through leveraging technology and adopting multi-stakeholders’ collaborative approach, while serving the unserved and underserved as well.

One of the three pillars of FI – Funding the Unfunded, is reflected in the FI ecosystem through PMMY, which is being implemented with the objective to provide access to credit for small entrepreneurs. PMMY focuses on the financial needs of all stakeholders, ranging from budding entrepreneurs to the hard-working farmers, through various initiatives of the scheme, read the statement.

Rajnath Singh, S Jaishankar to lead the Indian delegation at the Fourth India-U.S. 2+2 Dialogue

Minister of External Affairs S Jaishankar, will visit the United States of America from 11-12 April 2022.

Defence Minister Rajnath Singh and the Minister of External Affairs will lead the Indian delegation at the Fourth India-U.S. 2+2 Ministerial Dialogue on 11 April 2022 in Washington D.C. The US delegation will be led by Secretary of State Anthony Blinken and Secretary of Defence Llyod Austin,

According to a press release by the Ministry of External Affairs, the Dialogue would enable both sides to undertake a comprehensive review of cross-cutting issues in the India-US bilateral agenda related to foreign policy, defence and security with the objective of providing strategic guidance and vision for further consolidating the relationship.

The 2+2 Dialogue will also provide an opportunity to exchange views about important regional and global developments and how we can work together to address issues of common interest and concern.

As part of an ongoing and regular dialogue, the Minister of External Affairs will separately meet his US counterpart Secretary Blinken.

External Affairs Minister is also scheduled to meet senior members of the U.S. Administration to further advance the India-U.S. Comprehensive Global Strategic Partnership.

CM Mamata Banerjee Attacks Centre Over Fuel Price Rise

Amid the rise in fuel prices all over India, West Bengal Chief Minister on Thursday urged the centre to control the fuel prices and asked them to stop collecting toll-tax temporarily. She also urges central government for the extension of GST time limit for another five years.

“Increasing fuel prices are affecting the lives of people. I request the Centre to control the fuel prices and temporarily stop collecting toll-tax. I also request Central Goverment for the extension of GST time limit for another five years,” said Mamata Banerjee

She also targeted centre over the raids against the opposition leaders and claimed that government should find ways to control fuel prices instead of using the CBI and ED to harass politicians.

Earlier on Monday, Mamata Banerjee compared the economic situation of India with Sri Lanka, and said that India’s condition is worse than Sri Lanka’s.

“Fuel prices have been hiked here, instead of using agencies like the CBI and ED against opposition parties, the Centre should call an all-party meeting to resolve the ongoing economic problems,” said Mamata Banerjee.

Education will act as a bridge between India and Australia: Piyush Goyal

The Minister of Commerce and Industry Piyush Goyal on Wednesday said education will act as a bridge between India and Australia. Education and Commerce, engaging with Technology, will empower us towards Action, he said.

“It has always been an important element of our partnership. In the post-Covid world, we must explore possibilities of hybrid programmes,” said Goyal, in his address during an Interaction with Students of New South Wales (UNSW) in Sydney.

Terming the India-Australia Economic Cooperation and Trade Agreement (IndAus ECTA) as a “natural partnership”, Shri Goyal said India is looking at tripling steel production capacity and energy efficiency.

“A lot of the good work that researchers come up with does not get that kind of scale, that kind of opportunity to operationalize,” said Goyal.

“With that scale we can make medical care more affordable, with that scale we can make technology come to serve larger numbers of people, manufactured at scale, using the talent that we have in both countries, possibly the talent in Australia coming up with game changing research, the talent in India helping it to manufacture that at scale, use that at scale, serving large sections of society in the world and from there taking it to the rest of the world. And I do believe that such partnerships are important for the world” he added.

Inviting the University of NSW to expand its footprint in India, Goyal said the India-Australia partnership can truly transform the lives of our people.

Later addressing the Business Leaders Meeting, organised by Business Council of Australia, Goyal said business will be the framework on which all other engagements between the two sides will prosper.

IndAus ECTA will help us double our bilateral trade in the next 5-6 years and by 2030 we must aspire for a $100 billion bilateral trade target, he said.

Goyal said India will set up the Invest India Office and in a few months time open a Trade Promotion Office in Australia in order to realise the potential of the IndAus ECTA.

 

Bill To Create DNA Data Banks across the country to store DNA profiles Under Consideration: Centre

Union Minister of State (Independent Charge) Science & Technology Jitendra Singh said that the Ministry of Home Affairs (MHA), has approved projects for strengthening DNA analysis, cyber-forensics, and related facilities in 23 States and UTs under Nirbhaya Fund Scheme.

In a written reply to a question in the Rajya Sabha on Thursday, Jitendra Singh said, the Department of Biotechnology, Ministry of Science and Technology has formulated ‘The DNA Technology (Use and Application) Regulation Bill’ to provide, regulation of the use and application of Deoxyribonucleic Acid (DNA) technology with the aim to establish the identity of certain categories of person including the victims, offenders, suspects, under trials, missing persons and unknown deceased person.

He said the Draft Bill which is under consideration has the provision to set up DNA data banks across the country to store DNA profiles.

The Minister said, to ensure quality and standardization in forensic examination, that includes cases related to DNA based forensic, the Directorate of Forensic Science Services (DFSS), MHA, has issued quality manual and working procedure manuals for biology and DNA division, and guidelines for collection of forensic evidence in sexual assault cases and the standard components in a sexual assault evidence collection kit.

For capacity building, 23,233 Investigation Officers (IQs), Prosecution Officers (POs) and Medical Officers have been trained on collection of forensic evidence in sexual assault cases and the standard components in a sexual assault evidence collection kit. A State-of-the-Art DNA analysis laboratory has also been set up by MHA in the Central Forensic Sciences Laboratory Chandigarh.

‘EOS-02 satellite will be launched in second quarter of 2022,’ says Union Minister Jitendra Singh

Union Minister of State (Independent Charge) Science & Technology Jitendra Singh said that EOS-02 satellite will be launched in second quarter of 2022.

In a written reply to a question in the Rajya Sabha on Thursday  Jitendra Singh said, EOS-02 is Technology demonstration satellite for various new technologies with applications that include agriculture, forestry, geology, hydrology, miniaturised power electronics, reaction wheels etc. and forming the payload for SSLV-1.

He informed that the slated date of launch was during Quarter-4 of 2021, but the onset of the pandemic and consequent lock down and disruption in global as well as domestic supply chain were factors for the delay of spacecraft realisation due to non-availability of components, man power and facilities.

Dwelling on the reasons for the failure of the launch of the EOS-3 satellite, Jitendra Singh said, initial investigations with the post-flight data conducted immediately after the launch indicated that an anomaly in the Cryogenic Upper Stage led to failure of the mission.

A National level Failure Analysis Committee (FAC) consisting of experts from academia & ISRO was immediately constituted to identify the causes of the anomaly in the Cryogenic Upper Stage of GSLV, that led to mission abort and to recommend corrective actions for future missions.

The Committee observed that the build-up of pressure in the propellant (Liquid Hydrogen or LH2) tank during the flight was not normal leading to a lower tank pressure at the time of ignition of the engine. This resulted in anomalous operation of the Fuel Booster Turbo Pump (FBTP) mounted inside the LH2 tank which feeds the main turbopump of the engine resulting in insufficient flow of Liquid Hydrogen into the engine thrust chamber.

The Minister informed that the Failure Analysis committee has recommended improvements to enhance the robustness of the Cryogenic Upper Stage for future GSLV missions. The GSLV vehicle with the required modifications in the Cryogenic Upper Stage is expected to be ready by the third quarter of 2022.

The satellite identified for the next GSLV mission is expected to be ready for launch in the fourth quarter of 2022. Therefore, no delay is envisaged with respect to the related projects due to the failure.

India Sends 76,000 Tonnes Fuel To Sri Lanka under credit line

India has sent one consignment each of 36,000 MT petrol and 40,000 MT diesel to Sri Lanka in the last 24 hours on Wednesday, 6 April to ease the economic crisis in Sri Lanka. Sri Lanka is facing the worst economic crisis in decades.

The High Commission of India in Colombo said that a total supply of various types of fuel under Indian assistance now stands at more than 270,000 MT. Last week India already supplied 40,000 tonnes of diesel under a $1 billion credit line given to Sri Lanka.

“Indian credit line for fuel at work!!! One consignment each of 36,000 MT petrol and 40,000 MT diesel was delivered to Sri Lanka in the last 24 hours. Total supply of various types of fuel under Indian assistance now stands at more than 270,000 MT,” wrote the High Commission of India in Sri Lanka in their official Twitter handle.
