West Bengal Police uses water cannon on BJP protest rally

Police on Tuesday used water cannons to disperse BJP workers who were taking out a protest rally against Mamata Banerjee-led government in Kolkata. The protest rally was being led by party MP and BJP Yuva Morcha (BJYM) national president Tejasvi Surya.

BJP was doing a march in protest against the alleged irregularities in the appointment of teachers in state-run schools.

Tejasvi Surya have claimed that more than 15 BJP Karyakartas were injured and alleged that Kolkata police didn’t provide ambulance or any transport to shift them to hospital.

“The barbaric attempt by Mamata Banerjee’s police force to curtail our constitutional freedoms has resulted in more than 15 of our karyakartas hospitalised,” said Tejasvi Surya.

Reacting sharply to this incident BJP MP Raju Bista tweeted, “The brutality of facist TMC regime in WB is such, they are unable to digest educated youths demanding their right to employment.”

The police had set up barricades to stop the protesters from reaching Bikash Bhawan and asked the protestors to stop their march. But the protestors broke through the first barricade, prompting the police to use water cannons against them.

 

Rahul Gandhi leads Congress protest in Delhi against fuel price hike

Congress MPs both from Rajya Sabha and Lok Sabha led by Rahul Gandhi on Thursday staged a protest against the fuel price hike. The protest is being held at the iconic Vijay Chowk.

The Congress today started its three-phase campaign – ‘Mehngai-mukt Bharat Abhiyaan’ – against the centre from Thursday, which will continue till April 7.

“From 2nd to 4th April, there will be district level “Mehngai Mukt Bharat Dharna & March”. And on 7th April, there will be state level, “Mehngai Mukt Bharat Dharna & March” at State Headquarters,” read a statement by issued by Congress.

The opposition has been continuously attacking the Centre for the rise in price of LPG, petrol and diesel. Several union ministers have said that the spike in prices is linked to the Ukraine war.

On Wednesday Rahul Gandhi said that PM Modi has a to-do list which includes, “How much should I increase the rate of petrol-diesel-gas, how to stop people’s ‘Kharti Pe Charcha’, how to show youth empty dreams of employment, which government company should I sell today, how to make farmers more helpless,” tweeted Gandhi in Hindi.

Gandhi again took shots at PM Modi on Thursday and said that PM is always carrying a bag full of jumlas. Gandhi also compared the petrol prices around the world, with India having the highest price for Petrol.

“Afghanistan: 66.99, Pakistan: 62.38, Sri Lanka: 72.96, Bangladesh: 78.53, Bhutan: 86.28, Nepal: 97.05, India: 101.81,” tweeted Gandhi.

 

Bharat Bandh: Nationwide strike enters day 2; banking, transport services partially hit on 1st day

The two-day nationwide strike which started on Monday enter its second day today. On the first day, the strike led to a partial disruption of transportation and banking in quite a few states.

On the other hand, the Kerela High Court on Monday issued an order prohibiting government employees from abstaining from work as a part of Bharat Bandh.

West Bengal saw protests and demonstrations from the left-backed protestors as they blocked railway tracks and also protested in the streets. Mamata Banerjee’s party has been criticized by the Left for not supporting the strike. West Bengal Government issued a memorandum stating that all of its offices including those provided with Grants-in-Aid by the State Government will remain open. And unauthorised absence by employees may invite a show-cause, and they may have to lose salary for the day (or days), concerned.

As the strike goes into its second day or its final day the transportation and banking services are still likely to be partially hit.

The strike has been called by the Joint Forum of Central Trade Unions to protest against the slashed interest rates of provident fund, rising fuel prices and privatisation of central public sector undertaking.

West Bengal BJP chief Sukanta Majumdar holds protest in Kolkata

Amid the 2 day nationwide strike by the trade unions BJP on Monday held a protest in Kolkata led by Sukanta Majumdar.

The protest comes after the suspension of 5 BJP MLAs including Suvendu Adhikari from the West Bengal Assembly for a year for allegedly creating ruckus during the assembly.

The suspension came as TMC and BJP MLAs exchanged blows with each other in the Assembly. The chaos happened after the opposition party i.e BJP demanded a statement from the Chief Minister Mamata Banerjee over the state’s Law and Order situation.

Criticizing the Mamata Banerjee led West Bengal Government he said that this incident is “A new low for democracy in West Bengal”

“A new low for democracy in West Bengal. TMC MLAs assaulted BJP MLAs inside the assembly on demanding the discussion on Rampurhat massacre.Political violence, murders, rapes and appeasement is increasing in Bengal under Mamata Banerjee govt with each passing day,” tweeted Sukanta Majumdar.

कृषि बिल: किसानों की आशंका जायज है

भारत में कृषि बिल को लेकर इन दिनों सड़क से लेकर संसद तक कोहराम मचा हुआ है। भारत के गांवों व नगरों में चौक -चौराहों पर कृषि बिल को लेकर ही चर्चा है। जैसा कि हम सभी जानते हैं कि भारत एक कृषि प्रमुख देश हैं। यहां की करीब 75 प्रतिशत आबादी कृषि पर निर्भर करती है। लेकिन दुःख तो तब होता है कि जब ऐसे देश में कृषि बिल 2020 को करोना जैसे महामारी के दौरान अध्यादेश के जरिये सामने लेकर आया जाता है और बाद में राज्यसभा जैसे उच्च सदन में बिना किसी चर्चा के इसे बहुमत से पास कर दिया जाता है। देश के लोगों को इस कानून के बारे में बताया तक नहीं जाता है। या फिर यह भी कह सकते हैं कि इस बारे में बताने की जरूरत नहीं समझी जाती है। हालांकि जिस बिल को लेकर पंजाब व हरियाणा के किसान दिल्ली में जोरदार प्रदर्शन कर रहे हैं, उस बिल के बारे में देश के करीब 60 प्रतिशत लोगों को सही ढंग से पता ही नहीं है। दरअसल कृषि बिल 2020 से सर्वाधिक बड़े किसानों के प्रभावित होने का खतरा है। यही कारण है कि भारत के छोटे किसान इस बिल के बारे में न तो समझना चाहते हैं और वह न ही इस आंदोलन को अपना समर्थन दे रहे हैं। एनडीए नीत केंद्र सरकार ने जो कृषि बिल 2020 लायी है। उसमें जिन बातों का उल्लेख किया गया हैं वह यह हैं कि कृषक उत्पाद व्यापार एवं वाणिज्य (संवर्धन एवं सरलीकरण) विधेयक 2020 के जरिये किसानों को अपने उत्पाद नोटिफाइड ऐग्रिकल्चर प्रोड्यूस मार्केटिंग कमेटी (एपीएमसी) यानी तय मंडियों से बाहर बेचने की छूट होगी। इस कानून के तहत किसानों से उनकी उपज की बिक्री पर कोई सेस या फीस नहीं ली जाएगी।
लेकिन सवाल है कि यदि किसान अपनी उपज को पंजीकृत कृषि उपज मंडी समिति के बाहर बेचते हैं, तो राज्यों को राजस्व का नुकसान होगा क्योंकि वे ‘मंडी शुल्क‘ प्राप्त नहीं कर पायेंगे। यदि पूरा कृषि व्यापार मंडियों से बाहर चला जाता है, तो कमीशन एजेंट बेहाल होंगे। लेकिन, इससे भी महत्वपूर्ण बात यह है, इससे अंततः न्यूनतम समर्थन मूल्य (एमएसपी) आधारित खरीद प्रणाली का अंत हो सकता है । वहीं दूसरा बिल मूल्य आश्वासन और कृषि सेवाओं पर किसान (सशक्तिकरण एवं संरक्षण) अनुबंध विधेयक 2020 है। कृषि उत्पादों को पहले से तय दाम पर बेचने के लिये कृषि व्यवसायी फर्मों, प्रोसेसर, थोक विक्रेताओं, निर्यातकों या बड़े खुदरा विक्रेताओं के साथ अनुबंध करने का अधिकार मिलेगा। लेकिन किसान संगठनों का मानना है कि इस कानून को बड़े उद्योगपतियों के अनुरूप बनाया गया है। यह किसानों की मोल-तोल करने की शक्ति को कमजोर करेगा। इसके अलावा, बड़ी निजी कंपनियों, निर्यातकों, थोक विक्रेताओं और प्रोसेसर को इससे कृषि क्षेत्र में बढ़त मिल सकती है।
साथ तीसरा बिल आवश्यक वस्तु (संशोधन) विधेयक 2020 है। प्रस्तावित कानून आवश्यक वस्तुओं की सूची से अनाज, दाल, तिलहन, प्याज और आलू जैसी कृषि उपज को युद्ध, अकाल, असाधारण मूल्य वृद्धि व प्राकृतिक आपदा जैसी ‘असाधारण परिस्थितियों‘ को छोड़कर सामान्य परिस्थितियों में हटाने का प्रस्ताव करता है तथा इस तरह की वस्तुओं पर लागू भंडार की सीमा भी समाप्त हो जायेगी। ऐसे में किसानों को आशंका है कि इससे बड़ी कंपनियों को भंडारण की छूट मिल जायेगी, जिससे वे किसानों पर अपनी मर्जी थोप सकेंगे।
वहीं सरकार का पक्ष है कि फसलों के न्यूनतम समर्थन मूल्य (एमएसपी) की व्यवस्था जारी रहेगी। इसके अलावा, प्रस्तावित कानून राज्यों के कृषि उपज विपणन समिति (एपीएमसी) कानूनों का अतिक्रमण नहीं करता है। इन विधेयकों से यह सुनिश्चित होगा कि किसानों को उनकी उपज का बेहतर दाम मिले, इससे प्रतिस्पर्धा बढ़ेगी और निजी निवेश के साथ ही कृषि क्षेत्र में अवसंरचना का विकास होगा और रोजगार के अवसर पैदा हो।
लेकिन खास तौर से यहां चर्चा करना आवश्यक होगा कि किसानों की सबसे बड़ी चिंता एमएसपी व असेंशियल कमोडिटी बिल 2020 को लेकर है। सरकार भले ही यह कह रही है कि वह एमएसपी नहीं खत्म कर रही है, लेकिन किसानों को इस बात की गारंटी नहीं मिल रही है कि आने वाले समय में सरकार का यह वादा हवा- हवाई न हो जाये, क्योंकि सरकार बिल में संशोधन या इसे वापस लेने के बजाय लिखकर देने की बात कर रही है। लेकिन सरकार के लिखकर देने से क्या होता है। जरूरत है इन आशंकाओं को कानूनी अमली जामा पहनाने की।
जाने – माने स्तंभकार व साहित्यकार शैलेंद्र चौहान बताते हैं कि एमएसपी भारत में सबसे पहले साल 1966-67 में (प्रधानमंत्री लाल बहादुर शास्त्री के द्वारा) गेहूं के लिए न्यूनतम समर्थन मूल्य की घोषणा की गई थी। तब देश में हरित क्रांति की शुरुआत हुई थी और अनाज की तंगी से जूझ रहे देश में कृषि उत्पादन बढ़ाना सबसे प्रमुख लक्ष्य था। फसलों की एमएसपी तय करने में मुख्य आधार कृषि लागत एवं मूल्य आयोग की होती है। इसके अलावा सरकार राज्य सरकारों और संबंधित मंत्रालयों की राय भी जानी जाती है।
कृषि लागत एवं मूल्य आयोग की स्थापना साल 1965 में की गई थी। पहले इसका नाम कृषि कीमत आयोग था, जिसे 1985 में बदला गया। इसका काम ही है कि फसलों की लागत के आधार पर न्यूनतम समर्थन मूल्य की सिफारिश करना।
फिलहाल सीएसीपी के द्वारा 23 फसलों की सिफारिश की जाती है। इनमें 7 अनाज, 5 तरह की दालें, 7 तरह के तिलहन और 4 तरह की नकदी फसलें हैं। इस तरह एमएसपी की शुरुआत सिर्फ गेहूं से हुई थी और आज इसमें 23 फसलें हो गई हैं। इस सूची में समय-समय पर सरकारें बदलाव भी करती हैं। जैसे साल 2000 के आसपास इसमें 24 फसलें शामिल थीं। अब गन्ने की एमएसपी राज्य सरकारों द्वारा तय की जाती है। बड़ा सवाल यह भी है कि जरूरी सामान के स्टॉक की छूट इस कदर कैसे दी जा सकती है, कि जब कभी भी जो चाहे अपनी मनमानी को अंजाम दे सके। जरूरी खाद्य सामग्री के बेरोक-टोक जमाखोरी को काननू बैद्य करने की यह पहल निश्चित तौर पर भविष्य के खतरे को आगाह करती है। अब सवाल है कि आखिर किसान इतनी आशंकाओं को लेकर कहां जाएं। सवाल यह भी है कि क्या सरकार को पहले किसानों की शंका व आशंका का समाधान करते हुए कृषि बिल 2020 नहीं लाना चाहिए था ? जब हम कहते हैं कि किसान व जवान भारत की रीढ़ हैं तो केंद्र सरकार को हर हाल में इनकी शंका का समाधान करना चाहिए। लेकिन इसे उलट जिस तरह से किसानों को आतंकवादी, खालिस्तानी, रोहिग्या जैसे छदम उपनाम दिये जा रहे हैं, उससे कहीं न कहीं घोर निराशा होती है। क्योंकि लोकतंत्र में सवाल तो पूछे ही जाने चाहिए। समृद्ध व मजबूत लोकतंत्र की यही तो पहचान है।
